Articles Of Organization

Section 1: Voting membership in NYSACAC shall be extended to:

A. Two-year and four-year colleges, universities or university systems and other post-secondary institutions in New York State which are accredited by a regional accrediting agency and are in agreement with the purposes of NACAC and NYSACAC. A member post-secondary institution shall designate as its representative a person charged with the responsibility for admitting its students.

B. Individual secondary schools and school districts in New York State which are accredited by a regional accrediting agency and which are in agreement with the purposes of NACAC and NYSACAC. A member secondary school shall designate as its representative an individual charged with the responsibility for guiding students and in planning for post-secondary education.

C. Other secondary schools, organizations, agencies and institutions in New York State which provide secondary counseling, admission and financial aid services and further, whose purposes are in agreement with those of NACAC and NYSACAC. Such a member shall be represented by an individual charged with the responsibility of performing services relating to the counseling and admission of students.

D. Individuals whose professional activity in the area of counseling or admitting students is at a NYSACAC voting member institution.

E. Individuals who are actively engaged in providing counseling, admission or financial aid services at one or more NYSACAC member institutions for an aggregate of 15 years, or who provided these services at NACAC member institutions in another state or regional ACAC for 10 years or more and at one or more NYSACAC member institutions for at least the last 5 years and who are

  1. age 65 or over or
  2. deemed retired under the retirement program of the last NYSACAC institution employing such an individual; provided, in each case, that such individual is not otherwise employed on a full-time basis and provided further, in each case, that such individual is no longer engaged in providing counseling, admission or financial aid services or other related services, including, but not limited to, the distribution of products or the provision of services to post-secondary educational institutions, primary or secondary schools, organizations, agencies, or institutions providing post-secondary counseling, admission or financial aid services, primary or secondary school districts, college or university systems, or individuals engaged in providing counseling, admission or financial aid services.

F. Independent counselors from New York State who have been approved as an independent counselor voting member of NACAC and who are not voting members of another state or regional association.

G. An individual who has been awarded a lifetime emeritus membership by the Executive Board.

Section 2: Each voting NYSACAC member shall have one vote on all matters which shall require action by the full membership at any General Membership meeting. An individual who is designated as the principal voting representative of an institution shall vote as a representative of that institution and not as an individual.

Section 3: Associate non-voting membership may be extended to:

A. Secondary schools or school districts, two-year and four-year colleges, universities and university systems and other post-secondary educational institutions not located in New York State which are in agreement with the purposes of NACAC and NYSACAC.

B. Other secondary schools, organizations, agencies or institutions not located in New York State which provide post-secondary counseling, admission and financial aid services and further, whose purposes are in agreement with those of NACAC and NYSACAC, may be approved on the recommendation of the membership chairperson.

C. To individuals who are employed by associate, non-voting member institutions.

D. To individuals who are employed by non-member institutions, which are eligible for membership.

E. Independent counselor from outside New York State who have been approved as an independent counselor voting member of NACAC.

Section 4: Honorary Membership

Honorary membership may be extended to anyone who is recommended by a member of the Executive Board and approved by the Executive Board. This person shall receive lifetime membership in NYSACAC. This is not necessarily an annual award.

Section 5: All prospective members, including associate members, must be able to demonstrate conformity to the Statement of Principles of Good Practice (SPGP) adopted by NACAC and are subject to final review by the NYSACAC membership committee.

Section 6: Termination of membership

A. Membership in the association may be terminated by action of the Executive Board for:

  1. Failure to comply with the provisions of the statement of Principles of Good Practice.
  2. Failure to maintain requirements for membership.
  3. Failure to pay the annual dues within (60) days after notice from the Association.

Section 7: The membership year will be from January 1 through December 31.
